Azerbaijan has canceled all cultural events involving Russian institutions in response to the deaths of two Azerbaijanis during police raids in Yekaterinburg. The Azerbaijani Culture Ministry condemned the extrajudicial killings and demanded an investigation. The victims, Ziyaddin and Huseyn Safarov, were reportedly tortured to death. Azerbaijan's Foreign Ministry summoned the Russian chargé d'affaires and announced the cancellation of a visit by Russian Deputy Prime Minister Alexey Overchuk.
