Countries willing to provide troops for a post-ceasefire force in Ukraine have agreed to establish a headquarters in Paris for rapid deployment after the end of Russia's invasion. The US delegation, including retired Lieutenant General Keith Kellogg and Senators Lindsey Graham and Richard Blumenthal, participated in the talks. French President Emmanuel Macron and UK Prime Minister Keir Starmer joined via videoconference. The force, named Multinational Force Ukraine, aims to support Ukraine's armed forces and secure its skies and the Black Sea.
