Estonian Prime Minister Kristen Michal emphasized the need for all NATO European nations, including Spain, to meet the 5% GDP defense spending target. Spanish Prime Minister Pedro Sánchez received an opt-out from NATO Secretary General Mark Rutte, but Michal clarified that no exemptions exist. Michal highlighted the importance of solidarity in defense, stating that NATO's strength relies on collective contributions. While Spain currently spends 1.5% on defense, Sánchez aims for 2% by year-end but opposes the 5% target. Michal noted that meeting such spending requires budget sacrifices. He also warned that the threat from Russia persists as long as President Vladimir Putin remains in power, who thrives on conflict to maintain control.
