Four members of the Sumiyoshi-kai, Japan's second-largest Yakuza family, were arrested in Tokyo for allegedly operating an office too close to a public library, violating zoning laws. While Yakuza groups are tolerated under Japanese law, they must adhere to regulations that prevent them from being near educational institutions. The Boryokudan Countermeasures Law of 1991 legitimized these groups to monitor their activities and reduce public violence.
