A new index reveals that over two billion people live in countries vulnerable to climate shocks, primarily in Africa. The CliF Vulnerability Index, developed by Columbia Climate School and The Rockefeller Foundation, aims to assess risks and direct aid effectively. High debt levels hinder nations' ability to respond to climate disasters, which are predicted to cause significant economic losses and deaths by 2050.
