The UN aviation agency has ruled that Russia was responsible for the downing of Malaysia Airlines flight MH17 over eastern Ukraine in July 2014, resulting in the deaths of all 298 people on board. The Kremlin denies responsibility. The ICAO's ruling follows a case brought by Australia and the Netherlands, calling for Russia to acknowledge its actions and make reparations.
