The EU is considering using frozen Russian central bank assets to assist Ukraine, but negotiations have stalled due to Belgium seeking stronger guarantees regarding the risks associated with a proposed €140 billion loan. Fico has previously threatened to block sanctions against Russia but ultimately agreed after securing some concessions.
