The EU leaders have agreed to raise €90 billion through common borrowing to support Ukraine's budget and military needs, abandoning the reparations loan. The funds will be issued as bonds and distributed gradually, with member states sharing interest costs. Ukraine will repay the loan only after Russia pays reparations, and strict conditions will be imposed on Ukraine regarding anti-corruption measures. Hungary, Slovakia, and the Czech Republic will be exempt from costs in exchange for not vetoing the plan. The decision has been hailed by President Zelenskyy as crucial for Ukraine's support.
